Category 603 – Monitoring, Evaluation, Review & Planning

Community Learning Development Resource Category 603

MONITORING, EVALUATING, REVIEWING AND ACTION PLANNING

SUMMARY

Evaluation is recognised as a core activity in community learning and community development work. The resources within the 603 category support the development of evaluative practice.

Below is a guide to current to the listed resources contained within category 603. Learning outcomes, which summarise the learning supported by this category of resources are also outlined.

Notes for Readers and Trainers

603 – 02 Key ideas about the evaluation of learning experiences and capacity building practice

Statements and questions about evaluation  ideas and processes, which can be used to:

  • prompt individual exploration, reflection and discussion of the monitoring, evaluation and review of the work
  • develop understanding of the implications for the learner, the worker and for agency practice.

603 – 03 Evaluation is a learning experience

The learning within an evaluation strategy is explored. Evaluation cycle models are presented to illustrate the aspects and opportunities of learning.

603 – 04 Evaluation cycle – a Generic model

The models are presented. Use and application is explored. The processes are identified and briefly described. Prompts for reflection and discussion are provided.

603 – 05 Evaluating Community Development projects

A project evaluation strategy is outlined and explored – Who might evaluate? What are the issues? What is evaluated?A variety of work outcomes are identified in relation to the evidence for evaluation and practical questions are addressed.

603 – 06 A framework for measuring performance

The CIPOO model is explained The differences between the Context, Inputs, Process, Outputs and Outcomes, are explained. Examples of evidence of performance are identified, within the CIPOO framework and a practical exercise example is provided. Broad areas for evaluation within capacity building work are identified.

603 – 07 A framework for evaluating capacity building work

First, evaluative indicators and evidence sources are identified ina tabulated format. Secondly, evaluative questions are posed in relation to inputs, outputs and outcomes.

603 – 08 Planning as part of the evaluative cycle

The links between review and planning are explored, the purpose of planning is outlined and the need for planning is explained.

603 – 09 A practical tool for recording, reflecting and reviewing

The tool is presented in the form of a daily record, written by a capacity building worker in the community. The tool is designed to be of practical use for the capturing of experiences, enabling the worker to review and plan within their practice.

The tool focuses on the recording of contacts within community settings. The importance of recording and reflecting is emphasised.

603 – 10 Evaluation as a formative process

The practical significance of evaluation is explored.  Evaluation is explained as being both formative and summative in nature. These two aspects are explored in relation to evaluative practice.

603 – 11 Evaluating efficiency and effectiveness

The two aspects of practice and performance are explained in relation to the inputs – outputs – outcomes analysis. The differences are explored with the use of an exercise about the analysis of the evidence of practice.

603 – 12

Programme evaluation – reflective interview

A series of questions prompting responses within  a paired evaluative activity – in this example, relating to the capacity building training programme.

603 – 13 Community Learning work evaluation opportunities

Three checklists are provided each looking evaluating different aspects of the work.

LEARNING OUTCOMES

  • Workers understand the importance of evaluation and planning processes, and are confident to contribute to developing models, processes and systems in relation to their work
  • Workers are able to engage effectively in relevant assessment and evaluation practice
  • Workers are confident to encourage and enable learners and other workers to develop effective evaluation and planning practice
  • Workers are concerned to explore, develop and share their evaluation practice in respect of their capacity building work.
