A FRAMEWORK FOR EVALUATING CAPACITY BUILDING WORK

SUMMARY

A specimen framework for use with community learning/capacity building work with ‘hard to reach’ local people within a community development strategy

Broad evaluative considerations:

  • How much has the work contributed to benefits gained within and by the target community?
  • What has worked, how well has it worked, and what has not worked?
  • Has the work practice operated in accordance with agreed values,  purposes, principles and priorities set for the work.
  • In the evaluation of learner feedback and the recording and measuring of impact, benefit, actions, etc., do we have reliable evidence  and findings – do we have triangulation, for example with witness statements.
  • What formative conclusions do we have – what can we learn from the experiences, including the experience of evaluating?
  • What summative evidence have we gained that addresses the requirements – of our  project, agency and other stakeholders?
  • What can we usefully share and disseminate?
  • What are our plans coming from our evaluation and review?
